Club operations

• The Club Quality Audit Form. This document is  based on the Moments of Truth module. Area Governors and Club Presidents should use this to assess how many Service Standards a Club is meeting. Experience has shown that a Club's membership size roughly equates to the number of these standards being consistently met.
• Details of The Distinguished Club Program and the 10 Club goals in the program.
• Support that is available for low membership Clubs
  • Clubs with 12 or less members can have up to two club coaches appointed. It is their role to help the Club become distinguished and the appointment usually lasts a District year. However, this can be extended into a second year if necessary. Contact the Lt. Governor Marketing for details.
  • The Lt. Governor Marketing  should be contacted to offer advice or even visit a Club to see where help could be forthcoming. Area and Division Governors are also available in similar capacities.
  • District will provide some ‘Welcome to Toastmaster’s’ Kits or brochures for distribution to visitors on request. District can also photocopy flyers or such like if a Club is planning something such as a letterbox drop or provide financial assistance for worthwhile membership building schemes that involve an effort on the part of a Club. • The District 70 Guide to Meeting Assignments. This was originally published in 1982 and has been in widespread use since. The Guide has been revised but the original size and format have been retained.

District 70 administrative items

• District Administrative Bylaws - Standard document. For variations applicable to District 70, see Section A of next item.
• District 70 Council Continuing Motions
• Club voting delegates (President or Vice-President Education) who cannot attend a District Conference, can use this Proxy Form to enable another Club member to carry their vote at a District Council meeting.
• The elected positions on the District Executive Committee are District Governor, Lt. Governor Education and Training, Lt. Governor Marketing and the 8 Division Governors. See Mission/Purpose of each office and required qualifications. Nominations for office must be made by 31 March each year using the District Nomination Form. To be nominated or elected a person must be a member in good standing, meet the qualifications of the office, must consent to being nominated and must sign an Officer Agreement and Release Statement.

• The District Finance Manual (revised Nov. 2006), a regularly reviewed and updated manual covering all details of the financial administration of the District. The manual is produced under the direction of the District Council and includes all requirements covered by the District Bylaws, the policies of Toastmasters International, the continuing motions of the District council and established precedents and practices in the District.

District 70 Awards
Nominations for the following awards (except the Management awards) close on 30th April each year. Nominations are to be forwarded to the District Secretary.

• District 70 Toastmaster of the Year. Each year District 70 recognises one of its members for their outstanding contribution to Toastmasters International. Any Toastmaster, with the exception of members of the Policy Committee may be nominated. Criteria for selection shall include but not be limited to:
  • Active membership in any club in District 70
  • Outstanding and continuous service to District 70, including beyond the current year
  • Attendance at District functions
  • Contribution to District Goals  e.g. CTM, ATM, DTM, Speechcraft, Youth Leadership, New Club formation, Club Coach etc.

• District 70 Management Awards. These are presented at the Semi-Annual Conference to the Division and Area that most contribute to the District achieving its goal of being Distinguished. See the detailed criteria for the awards.
   
• Jazzer Smith Award. This is given to a member of District 70, excluding the Policy Committee, who exemplifies in some way, the attributes and characteristics of the late “Jazzer Smith”. These attributes to include courage, overcoming adversity, persistence and perseverance, loyalty to Toastmasters, pride in Toastmasters, friendliness, cheerfulness and support for other members.

• 20, 30 and 40 Year Membership Awards. Each year at the Annual Conference, District 70 recognises those members who have been a Toastmaster for 20, 30 or 40 years. The should be advised of members who have maintained continuous membership for the appropriate period, providing name and address of member, Club Name and Number and date of joining Toastmasters together with a brief background of member and achievements (CTM, ATM etc)
   
• Club Newsletter and Publicity Awards. These are made at the Annual Conference. See current criteria for the awards and entry form and conditions.
   

Speech Contests

• Toastmasters International Speech Contest Rulebook covering all 4 contests conducted in District 70.
• Speech contest administrative forms (Speech Contestant Biographical Information sheet, Speaker's Certification of Eligibility and Originality, Timers Record sheet, Counters Tally sheet, Contest Winner Notification sheet)
• Judging Forms should be ordered from Toastmasters International. They also appear on many websites such as this club site for example.
• District 70 Speech Contest Judging Handbook (released Nov. 2006) as used for District Judging Training sessions. For those wishing to have their judging knowledge assessed, please complete the online Multiple Choice Questionnaire. The results are submitted to the District Judging Coordinator for assessment. The test can also be printed out here.

• Summary of procedures for conducting Area and Division Speech Contests.
• Contestant Speaking Order sheet (An Excel spreadsheet to complete before contests to help all contest officials.)

• The Financial Planning Suggestions and Budget Examples for Area and Division Speech Contests plus District Contest Budget Form and sample completed budget plus sample budget v actual examples. In addition, an Excel spreadsheet version of the form is available here that can be completed online. It does require you to have the latest copy of Excel installed on your computer though. Click this spreadsheet link and select the Open option. The sheet is for number input only. Numbers can be varied until a satisfactory result is achieved. Once completed, the sheet should be printed and details like name, area, venue etc handwritten in. The Form also needs to be authenticated (signed manually). It can then be posted or faxed to the District Budgets Officer, who can be contacted by email if necessary to follow up.
